MEETING FORMAT:

 

6:30 – 6:40 Candidates meet with MHA organizers to discuss seating rules and guidelines (see Notes & Rules below)

 

7:00 – 7:10 Opening remarks from MHA President Patrick Clifford, Include:

·     General Welcome to the Debate

·     Introduction of the Candidates

·     Introduction of the Panellists

·     Introduction of the Moderator – Tom Napier, MHA Director

 

7:10 – 7:15 Opening remarks from MHA Director – Tom Napier, Include:

·     Explain the forum format, rules and guidelines;

o        Candidates opening remarks, time lines (2 minutes each, order drawn by lottery)

o        Number of panellist questions, time lines (Min. of 2 Q’s @ 1 minute per question)

o        Candidates’ answers, time lines (Seating from same lottery, 1.5 minutes per answer)

o        Questions from the floor, time lines (30 second question)

o        Answers from the candidates, time lines (1 min each, in order of lottery)

o        Address Audience as to the format rules

 

7:15 – 7:23 Candidates Opening Remarks (Order is drawn by lottery, 2 minutes each)

 

7:23 – 8:12 Panellist Questions to Candidates, Patrick Clifford’s asks last in each round (Panellist has 1 minute, each candidate has 1.5 minutes)

 

8:12 – 9:20 Audience Questions to Candidates (Question limited to 30 seconds, each candidate has 1 minute)

 

9:20 – 9:26 Candidates Closing Remarks (1.5 minutes each, chosen by separate lottery)

 

9:26 – 9:30 Patrick Clifford, MHA President, Closing Remarks

 

 

Notes & Rules:

  1. Candidates and attendees are encouraged to arrive early (your choice), as tables will be available in the foyer for each candidate to hand out information literature.
  2. Each candidate will have two (2) minutes at the lectern for opening remarks.
  3. Opening remarks and seating positions will be drawn by lottery. The candidate seated in position one (1) will answer the first general question. The next candidate to the right will then answer the same question until all candidates have answered. If questions are not directed to a specific candidate, this format will continue by shifting one (1) position to the right. A question directed to a specific candidate will start with that candidate, then answered by the next candidate to the right. The moderator will prevent time overrun and prompt the next candidate to begin.
  4. Panellists are asked to prepare five (5) questions.  Each panellist will ask a minimum of two (2) questions. Depending on the length of questions and answers, we hope three (3) questions or more will fit the time slot. We ask that you keep your questions precise. Each panellist will ask one (1) question at one (1) time. Please try to not duplicate a previous question.
  5. All candidates have 1.5 minutes to answer. Each candidate will be timed and a bell will signal that there are 15 seconds remaining.
  6. Candidates are requested to keep their answer on topic.
  7. There will be no name-calling, mockery, ridicule or disrespect by/from the candidates.
  8. No political/party signs, badges or colours will be allowed inside the auditorium. Nametags will be supplied for the candidates’ and panellists’ at the tables by the MHA.
  9. Audience heckling, booing, jeering and rowdy behaviour will suspend the debate and the offenders will be asked to stop immediately. Continuous interruptions will result in eviction.
  10. Clapping is allowed but will be stopped if it becomes intrusive and obstructive.
  11. This is a forum to provide Canadian citizens residing in Etobicoke-Centre with information to select the candidate to best represent them. This is a MHA sponsored presentation. We expect all invited to participate and those in the audience to behave in an adult, respectful and professional manner.
